The Canada Revenue Agency (CRA) uses information from your income tax and benefit return to calculate how much your CCB payments will be. To get the CCG, you have to file your return every year, even if you did not have income in the year.  
You can apply for child benefits when you register your child's birth using Ontario's newborn registration service. If you are not registering a newborn you can apply through CRA's "My Account" or by completing Form RC66, Canada Child Benefits Application

Description (Service) A tax-free monthly payment made to eligible families to help them with the cost of raising children under age 18, and may include the Child Disability Benefit, and any related provincial and territorial programs such as the Ontario Child Benefit (OCB). The receive the CCB and OCB you (and your spouse or comon-law partner) need to file your income tax and benefit return(s) and meet the eligibility requirements. You only need to apply once in a lifetime for each child under the age of 18 in your care.
